Before crafting the Afternoon-Tea Set, you need to unlock Sandy. This happens between levels 20 and 29. You unlock two animals per level in this range, so Sandy could appear as early as level 20 or as late as level 29.

After meeting Sandy, fulfill her requests and interact with her whenever she appears on the map. To invite her to your campsite, you'll need to reach friendship level 5. You'll also need to craft the following furniture:

How to Level Up Sandy Quickly

Once Sandy is at your campsite, boost her friendship level to 15 to unlock her special request. The fastest way is using Bronze, Silver, or Gold Treats; a Gold Treat provides 25 friendship points. Alternatively, give her Cool-themed snacks:
