Obtaining Silvergale's Aria requires significant progression. The outfit's crafting unlocks in the second part of the "Heart of Infinity" mission. This mission isn't readily available; it appears after completing the main 1.0 storyline and unlocking the world quest "Fifteen Years, Echoes of Witches" (update 1.1). Access the world quest via the "U" key and navigate to the World tab.
