First, you must complete the "Where Winds Return to Celestial Realms" quest in Wuthering Waves. This exploration quest takes place in the Shores of Last Breath and involves combat challenges. While it can be completed in one session, it does require some time. Completing this quest is crucial as it unlocks the path to Nightmare Tempest Mephis' arena.
